India’s gross enrollment ratio at 12.4 percent is well below the world average of 23.2 percent and the developed countries average of 54 percent. There are 370 districts in the country with GER less than the national average! We never fail to mention that we had only twenty universities and five hundred colleges at the time of independence and now we have around 378 universities and 18000 colleges....
