Patna: according to newspaper reports, the Right to Public Service (RTPS) Act on its very first day got the Bihar government above 28,500 applications. To use popular lingo, the RTPS is clearly a big ‘hit’ with the citizens. More important, it is also something that people were eagerly awaiting. The applications from the districts are not included in the above figure.

In the coming days, the statistic on the type of applications and their relative numbers would provide one more vital index for the state of governance in various government departments. An official responsible for registering applications said the maximum number of applications received today were for residential certificates. Caste and income certificates were next in demand. The Jigyasa Helpline set up in the state headquarters also received about 200 phone calls related to queries about the RTPS Act. According to a Patna daily, no major complaints on receiving applications and giving unique receipt numbers to applicants were received.

RTPS Act became operative from August 15 but it being a public holiday, the government offices started delivering services under RTPS Act 16th August onwards. Fifty services under 20 broad categories are under the ambit of the act. Apart from applicants, a large number of people turned up at the government offices to make queries about the benefits of the act.

“We had expected more applications related to social security pension. But the special drive of the state government to cover all the eligible persons appear to have worked well and a few applications under this head were received today,” said the concerned officer.

It seems highly likely that the number of applications and queries will increase in days to come as people would come to know about the benefits of the act with the passage of time. Also, as the far-flung districts begin to play a more active role, it will be possible in the coming days to gauge the effectiveness and the efficiency of RTPS.
